Carl is a founding partner of InsureTech® and primarily responsible for the design and evaluation of risk management programs and risk management information systems.

He currently handles the risk management policy issues, program design, insurance negotiation, and major project requirements for the City of Long Beach, as contract risk manager.

He also has authored insurance continuing education courses on E-Commerce, Urban Terrorism, Construction Wrap-Ups, Public Entities, and Disaster Planning, and is contract editor of the California Merritt-brand Commercial Lines Manual and Personal Lines Manual.

Prior to founding InsureTech®, Carl was a senior risk management consultant with a major consulting firm and reinsurance manager for a leading insurance company.

He has also worked on actuarial reviews, professional liability pricing, and RMIS development.

Debora is also a founding partner of InsureTech® and works on coverage issues, policy analysis and design, program administration, and claims.

Debora currently administers the risk management program for the City of Long Beach, including the review of insurance documentation of third parties, drafting and implementation risk management procedures, drafting the insurance requirements for City contracts and agreements, and ensuring City compliance with its own insurance obligations in contracts and bond issues.

She has authored insurance continuing education courses on Additional Insured Coverage, Directors and Officers Liability Coverage, and Employment Practices Liability Coverage, and also is contract editor of the California Merritt-brand Commercial Lines Manual and Personal Lines Manual.

Debora previously worked as an attorney in private practice for an insurance regulatory law firm and an insurance defense law firm, and as an in-house lawyer for a reinsurance company in London, a major brokerage firm in London, and an underwriting management company in California.
